Business Improvement District
The Capital Business Improvement District (BID) is comprised of the core of downtown and boundaries from 13th to 1st Street; Adams to one half block west of Topeka Boulevard.
The BID was established by city ordinance in 1986 to enable business owners within the district to fund the provision of additional services within the district, not otherwise provided by the City. Since 1995 the City formally has contracted with Downtown Topeka, Inc. to provide administrative services necessary to manage the BID.
The nine-member BID Advisory Board recommends to the City Council an annual program of services to be performed or provided within the district, and a proposed budget to accomplish these objectives. The members of the board are appointed by the Mayor and approved by the City Council. All are business owners or representatives of businesses located within the district.
The assessment is based on the number of square feet of floor area occupied by each business within the district as defined on the attached form. A new tier system has been established. The fee has been established as .0805 cents per square foot in tier one, .0605 cents in tier two and .0405 cents in tier three as defined on the BID map. In addition, empty buildings will now be assessed at half the rate in each tier. Only governmental, religious, single & multi-family residential property and non-profits are exempt.
The BID Advisory Board has established the following program of services:
- Promote the district through a variety of marketing tools.
- Underwrite and support special events downtown.
- Help to coordinate the placement and maintenance of banners and Christmas decorations on Kansas Avenue.
- Collaborate with the City and Shawnee County Parks and Recreation Departments to maintain decorative plants and trees.
- Maintain district amenities such as park benches, kiosks and trash receptacles.
- Clear paths of snow on sidewalks from 3rd to 10th on Kansas Avenue and some numbered side streets.
- Provide for general maintenance and cleaning of the district.
- Provide an inventory of available buildings throughout the district.
Numerous events are planned for downtown, including concerts, festivals, walks, runs, parades, movies, fundraisers and celebrations.
